Pack Schedule titles and steadier Vault APR

Schedule steps use the titles and timing from the agent pack, and Vault APR stays visible when diagnostics only keep a compact opportunity quote.
What's new
- Agent Schedule steps show pack-owned titles and the real cron for each job (for example Yield scan every hour, Allocation plan at :10)
- Yield Vault APR still fills when Hermes only keeps a compact top opportunity quote
- On the dashboard, compact top APR only applies when it matches the vault opportunity (so you do not see another vault’s rate)
